Home Flood Protection Assessment

A trained third-party assessor looks for possible routes for water or sewage to enter the home. The city supports up to half the assessment cost and offers in-person or virtual appointments. The annual 20-assessment limit means a listed program is not proof a funded place remains available.

The assessment identifies risks; it is not a guarantee that flooding cannot happen. The source describes rainwater connections to sanitary pipes as one reason a storm can overload the system and push sewage back through basement plumbing.

City plumbing permit-fee grant

Eligible permit work includes a backwater valve, a sump pump, and repair or replacement of a sanitary line only when paired with a backwater valve. Multiple qualifying items can go on one permit form and plan.

For a valve, provide the permit application, homeowner release, device specifications and a plan showing its location. For a sump pump, include specifications and a plan showing both pump and discharge location; Engineering reviews discharge through a site visit. For sanitary-line work, show pipe material, length and size, with approval records for innovative materials where required. The program supports the permit fee, not automatically the full contractor bill.

Halton assessment and subsidy route

The regional program lists support for backwater valves, downspout disconnection, sewer-lateral lining or repair, weeping-tile disconnection with sump installation, and exterior storm-drain disconnection. Use its homeowner guide for eligible amounts and conditions rather than assuming every project qualifies.

A Household Drainage Survey may apply to homes built from the mid 1950s to late 1970s with reported wastewater-surcharge flooding and a location within a region-defined priority area. Call 311 to confirm the address and request the survey. Others may need an assessment by a licensed plumber; that cost can fall within eligible project rebate limits.

Maintenance and reporting

The city recommends twice-yearly gutter cleaning, sump testing, backwater-valve cleaning and removal of debris from the nearby storm drain. Keep drains unobstructed and stored belongings in watertight containers. Window-well covers must not conflict with escape requirements.

Report public-road or park surface flooding to Service Burlington. For rainfall-related basement or yard flooding, use Halton's property-flood form or 311 and include photos or video. Staff do not conduct in-home visits during extreme-weather events. Immediate danger needs 911.
