Street spaces and short stops
The city identifies a 20-minute short-stop area south of Caroline Street, north of Lakeshore Road, east of Burlington Avenue and west of Martha Street. This does not cancel no-stopping signs, loading zones or other restrictions.
The paid-parking page says a minimum 25-cent purchase adds 20 free minutes, for 28 minutes total. Read the payment screen and expiry time rather than assuming a free stay at every lot.

Pay by plate, not a dashboard ticket
Machines take coins or credit cards. Enter the correct plate. A printed receipt is optional and nothing needs to go on the dashboard. HONK allows remote top-ups but adds a 35-cent transaction fee each time.
Remaining paid time can move from one pay street to another, or from a city paid garage or lot to another city paid lot. The city requires moving to another space. A top-up does not override the posted stay limit.

Waterfront and winter exceptions
Spencer Smith Park's east waterfront lot is free 6 p.m. to 9 a.m.; the west lot is free midnight to 9 a.m. Charges apply outside those times every day. Downtown municipal lots allow winter overnight parking, but a vehicle can be plowed in during clearing.
The city lists 414 Locust Street as the waterfront garage with 339 spaces. Temporary Lot 16 at 515 John Street takes HONK payments only. These named facilities are not the complete downtown parking inventory; use the city map for all lots.
